Le 17 juin 1972, cinq hommes munis d’un matériel particulièrement sophistiqué sont surpris par la police locale dans l’immeuble du Watergate, quartier général du Parti démocrate à Washington. Bob Woodward, journaliste au «Washington Post», et son collègue Carl Bernstein se penchent sur cette affaire, qui semble cacher autre chose qu’une banale question de plomberie endommagée. Ils apprennent qu’un des hommes arrêtés est en fait un ancien agent de la CIA et que le conseiller personnel du président Nixon est impliqué dans cette mystérieuse et confidentielle opération. Les deux hommes décident alors de mener à son terme leur délicate enquête, malgré les pressions diverses dont ils font l’objet…
